Nearly ten years of selling experience on eBay has taught us that clearly stated policies and a clearly defined set of expectations between the buyer and seller lends to a higher degree of customer satisfaction and an overall better buying experience.  Please take the time to review these policies.

General Shipping Policies

The buyer is responsible to pay for shipping, insurance, and any additional packing or crating fees on all purchases.

We cannot ship to a Post Office Box.  If your primary eBay mailing address is a PO Box please contact us and provide a residential or business address we can use for shipping your item.

Buyers are welcome to pick up items to defray shipping costs.  If you intend to pick up an item please contact us to let us know your estimated pick up time.  We want to be ready for your arrival.

Scheduled shipping days are Tuesdays and Fridays.

For your item to ship, payment must be received before 2:00 PM PST on a scheduled shipping day.  Items for which payment is not received by the 2:00 PM PST deadline will be shipped on the next scheduled shipping day. 

We determine the time of receipt for payments made via PayPal by the PayPal generated time and date stamp.  The time of receipt for payments made by credit card will be determined by the Burcham’s Metals employee who completed your purchase.        

We request that the postal carrier provide you, the customer, with a tracking number and special notices to confirm shipment and delivery.  These notices will be sent to the email contact address you provide to eBay.  Please pay careful attention to the delivery confirmation you receive in your email, especially if you represent a business or you believe there is a possibility that your shipment may be received by someone else at your shipping address. 

Burcham’s Surplus is not liable when items are lost or damaged during shipping.  Shipping insurance is available through FedEx.  Insurance is optional but strongly recommended.

Please pay special attention to “Store Vacation” notices that we may post in the case of holidays and special occasions.  A notice will be displayed clearly at the top of each listing that indicates the beginning and ending day of a vacation period.  We are not obligated to ship any item during any time period indicated in a Store Vacation notice.  While we always attempt to post notices several days prior to the actual event, special occasions may occur so we cannot give notice.  A Store Vacation notice may be posted without any previous warning or notice.  Items will be shipped out on the first scheduled shipping day following a vacation period.

We understand that there are occasions when you may need an item as soon as possible and we are willing to be flexible.  In the case that you need an item shipped immediately please contact us through eBay.  A $10.00 handling fee will be assessed for items that are shipped on a non-scheduled shipping day.  The item cannot be shipped under any circumstance until all payments, to include any additional handling fees, are received.

Our feedback about shipping and handling has been impacted due to the costs of shipping.  Please understand that we do not mark up the eBay calculated shipping costs for domestic shipments or the FedEx costs for international shipments.  We do not charge for handling or packing fees unless explicitly stated in an auction.  We understand that some carriers may offer less expensive shipping rates but, for the sake of your satisfaction, we have decided to deal exclusively with UPS and FedEx because of their professional track record and high degree of customer satisfaction.  Therefore, we will not agree to any other shipping carrier.  Please consider this policy when leaving feedback.  Thank you!

U.S. and Canada Buyers

FedEx Ground is the standard shipping service for all purchases made by U.S. and Canada buyers unless other arrangements are made.

Buyers within the continental United States please use the eBay provided shipping calculator to calculate shipping costs.

Buyers outside the continental United States (buyers in Alaska, Hawaii, Puerto Rico and Canada) must contact us to determine actual shipping costs.  The eBay shipping calculator will not provide an accurate estimate.

We are happy to arrange any shipping service through FedEx or UPS.  We will not agree under any circumstances to use any postal carrier that does not provide adequate means for tracking shipments and delivery.

International Buyers

International Buyers are welcomed!  We have experience serving international buyers and you can expect the same high level of service we offer to our U.S. buyers.

FedEx International Economy is the standard shipping service for all purchases made by international buyers unless other arrangements are made.

Please contact us for a shipping quote prior to bidding or purchasing.  International shipments are often expensive and we want you to be aware of the shipping cost before you make a purchase. 

When requesting a shipping estimate, please provide us with your full shipping address.   

We will ship to an address other than your billing address.  If you have an address in the U.S. that you would prefer to ship to, please inform us.

We assume if you buy an item “now” without contacting us for a shipping estimate that you are prepared to pay the cost of FedEx International Economy shipping to your address.

Please do not make a purchase while planning to cancel if shipping costs are too high.  Remember winning bids, “buy it now” payments and offers are all binding sales agreements with eBay; we will open claims through eBay against non-paying bidders.

Buyer is responsible for all duties, taxes and fees associated with an international purchase.

We will not submit a customs value for any amount other than the purchase price of the item.  If you request for us to misrepresent the customs value we are obligated by eBay policy to notify our eBay representative of the abuse.

Dead On Arrival (DOA) Warranties do not apply to International buyers under any circumstances. 

Freight

Items for sale that weigh in excess of 150 lbs when packaged or exceed the allowable dimensions for shipping via FedEx or UPS must be shipped as freight.   

The buyer is responsible to arrange and pay all freighting costs directly to the contracted freight company.  Freight costs are NEVER included in the cost of any listing or auction.

          Arranging packing or crating

Our standard method for packing freight is to palletize the item, stretch wrap the item and band it to the pallet.  A standard $10 flat rate fee is assessed under shipping and handling costs for this packing method.

For any other type of packing or crating that you may request, we contract exclusively with Albany Box Company, a local professional packing company. 

It is the buyer’s responsibility to notify us immediately if you intend to request special packing.  Payment for packing will be made to Burcham’s Surplus and payment must be received before we will make actual arrangements for packing or crating.

Special packing requests may take up to five business days on average to accommodate, or longer in extreme circumstances.  Packing must be complete before arrangements can be made for shipping.

Any loading fees will be included in the Shipping & Handling costs in the item description. 

Burcham’s Surplus highly recommends to our customers using Freight Quote as your freight courier of choice.  We have an account with Freight Quote that enables our customers to use their services at a discounted price.  For dealing with Freight Quote please read the instructions below carefully. 

If you decide against using Freight Quote, you are responsible to make your own arrangements.  Burcham’s Surplus will not recommend any other freight courier. 

Arranging freight shipments through Freight Quote

1.   As soon as you have won an auction please contact Burcham’s Surplus through eBay and provide us with your contact name and telephone number.

2.   When we have your contact information, Burcham’s Surplus will contact Freight Quote on your behalf to provide your contact information.  Burcham’s Surplus will provide Freight Quote with all necessary information about dimensions and weight for calculating shipping costs.

3.   Our Freight Quote representative, Janet, will contact you to finalize arrangements for shipping.

4.   Payment for freight cost will be paid from the buyer directly to Freight Quote.

5.   Please do not initiate contact with Freight Quote.  Please do not create your own Freight Quote account.  The only way you can take advantage of our substantial shipping discounts is by dealing with our representative.  If you make the choice to create your own account with Freight Quote, you cannot revert to accepting our benefits and shipping discounts.
