A: For PVC shrink film, blow dryer can make it shrink. Heat gun is more efficient, but blow dryer works. To close the open end, you may simply tape it and then heat shrink it. To get a more professional look, you need a sealer. Round wire sealer can give a clean seal and cut, which is widely used to seal shrink film and bags.
