When a seller offers free shipping, is it really your best deal?
NO
Because the cost of shipping that item to you is in the price.
This overall price of that item is typically MORE expensive than that of a seller who does not offer free shipping because:
1) Ebay assesses its fees against the TOTAL SALE PRICE. If that price includes the shipping, the seller has to mark up the cost of the item even MORE to compensate for the additional final value fees ebay charges.
2) Shipping is based on weight & destination. Not all destinations cost the same amount of shipping. While first class postage costs the same country wide. However, on items over 13 oz the shipping cost varies with its destination, so the seller uses the higher shipping cost when determining the sale price.

When you do a search Ebay now gives preference to sellers offering free shipping over those who are not. (they do this to force sellers to offer free shipping so ebay can make more money on higher final value fees)

Take time to look through all the offerings, those item without free shipping will be shown towards the back pages.
Many sellers who do not offer the free shipping do give better deals.
