According to FCC rules, the radio is locked-out part of VFO (Frequency) by default.
TX frequency is 144 to 148MHz,420 to 450MHz
You can try to unlock the range.
Please turn off the radio first. Then please long press PTT + Moni button + VFO/MR button + turn on the radio at the same time.
If it powers up with the message "Factory" you may have made it.

Picked it up yesterday. It was sitting there for a few days due to me being busy. Programed the radio manually. Done several in the past for ham radio operators. Good water proof radios. I purposely dropped my first GT3WP, into a 5 gallon bucket of water to prove to hams they work. I left it there for several minutes. I had many of them for sale that year. I sold all of them, that day for a fair price. I kept one for myself and just finally bought this on the other day.
