I don't know who would be responsible. But when I put an offer in on an item and it is accepted. I should be allowed to control the purchase. This includes the address where I would choose to send the item to. Now I have an item in Las Vegas that I would have chosen to be delivered to my son in Reno. I have never had an item that I have won and not been able to choose the address where I wanted to have it delivered to. I wont rate this purchase because I am not sure whom was in error.
